THE RESILIENT FLOODSCAPE - Carrières-sous-Poissy - Paris, France
YEAR 5 - Design, Strategy and Intervention
The design is a setting for possible experimentation and processes in relation to hydrological dynamics.
LET IT FLOOD – Instead of treating water as a major threat and avoiding it, the design welcomes water using the wasteland of carrierres-sous-poissy as an opportunity to be converted into becoming a dynamic landscape for ecology and culture. Some areas of the landscape well be sacrificed to flood, whilst others will be protected by building artificial mounds (polders) using a high level of engineering techniques, in order to minimise the harm of flooding and lifting for new programs.
The design recognises floods as a natural resource that offers the ability to serve for different forms of programs related to water and reinforces the lost relationship between the seine river and the urban fabric. The project is not only about submerging the landscape with water but re-establishing social and ecological systems, enabling wildlife to re-colonise and for people to re-connect with the river. A system of elevated -circulation network such as bridges, broad walks, mounds (polders) is placed throughout the site for people to interact with the water and even during the times of flooding.
LET IT GROW – Bring back the site to its previous conditions – Wetland restoration, agriculture restoration and Reforestation. The proposed framework adapts the site conditions over time. The design brings back the site to a wetland form to improve the water quality of the river, while providing new habitats and refuge for animal species. Promoting urban agriculture for the neighbourhood to reconnected with their living environment and produce sustainable food access for a fast growing Parisian population.
AIM - The main focus for the design is the reuse the Seine`s 100 year Flood plain as a potential to improve the ecological health along the Seine river, whilst enabling new programs and land-uses for the poor existing conditions of the area. Many areas along the river were once wetlands and have now become wastelands after being exposed to sand extraction and indutrialistaion. The design focuses on the particular site of carriere-sous-poissy as part of a model on how wastelands along the Seine River can be regenerated into becoming dynamic social - ecological systems, whilst accomodating for seasonal flooding.
The site is part of a wetland complex of the Grand Paris.
DESIGN APPROACH - Focusing on two transects of the Riverbank
Dissecting the different layers of the two transects to ground the full composition of the landscapes before and after flooding experimentation.
These transects provide fascinating outlines that have been overlapped and used as a base for the foundation of the design of two master plans.
